Emergency response included immediate occupancy assessment, temporary make-safe measures (stitch plates and fasteners) preventing progressive failure, damage documentation for insurance purposes, and systematic remediation design. Building remained occupied throughout emergency response and permanent remediation phases. Total remediation cost: $255,000 plus ongoing monitoring ($48,000/year).
