Q1 Tower, Post-Cyclone Structural Assessment

Conflict-free structural engineering by design

TRSC was founded on a principle of transparency and fairness in structural engineering. We specialise exclusively in complex existing assets, buildings, infrastructure, and structures that have aged, deteriorated, or been damaged and require expert assessment. We do not serve new construction markets.

This deliberate restriction eliminates a fundamental conflict of interest: we have no commercial incentive to recommend replacement over retention, because our business does not benefit from new construction. Our investigation findings drive our recommendations, not the commercial interests of a construction pipeline.

The result is structural engineering advice that asset owners can trust without qualification, advice that protects capital, extends asset life, and is backed by documented, RPEQ-certified findings.

Lachlan founded TRSC after more than 10 years in traditional structural engineering firms. The decision to focus exclusively on existing assets came from observing how conflict of interest, however subtle, shapes engineering recommendations in firms that also serve new construction.

In conventional practice, the same firm assessing whether a building needs remediation may also stand to win the remediation construction contract. TRSC was built to eliminate that dynamic entirely.

Built from the inside out

“The structural engineering industry has a structural problem of its own: the firms best positioned to assess existing assets are often the same firms that benefit commercially from recommending their replacement.”

Lachlan Pagan, Managing Director

Our recommendations are driven by investigation outcomes and risk assessment, not by what generates the most downstream work. When the data says monitor and wait, that is what we recommend. When it says intervene, we design the minimum intervention the evidence supports.

Investigation before recommendation, always.
No new construction. No construction pipeline conflicts.
RPEQ-certified findings in QLD, NSW, and VIC.
Proportionate intervention matched to actual condition.
Risk transfer: we take on the complex cases others avoid.

When the team benefits, the work improves

All full-time TRSC staff participate in the Employee Stock Ownership Program. 40% of project profit is distributed directly to the project team responsible for delivering the work.

This creates direct alignment between the quality of our engineering and the business outcome. There is no separation between who does the work and who benefits from doing it well. The ESOP model also means TRSC staff think like owners, because they are.

Make Safe and Monitor philosophy

TRSC challenges conventional structural engineering conservatism. Where standard practice defaults to remediation in the absence of certainty, TRSC investigates until certainty exists.

Our Make Safe and Monitor hierarchy is applied in order of least intervention. We recommend what the evidence supports, not what protects us from liability. Measured data consistently demonstrates that proportionate intervention follows from rigorous investigation.

Intervention Hierarchy, Least to Most Invasive
1
Monitor
Instrument and observe. Avoid intervention where safe to do so.
2
Make Safe
Immediate stabilisation. Restore safety without full remediation.
3
Repair
Targeted repair of identified defects only.
4
Strengthen
Increase structural capacity where required.
5
Replace
Full replacement. Last resort, only when retention is unviable.

What we don't do

The boundaries of TRSC's service offering are as deliberate as what we include. We are a specialist investigation practice, not a general engineering consultancy. We work alongside incumbent engineers, providing the forensic detail they need to make better decisions about existing assets.

New Construction Structural Engineering

We do not design new buildings or compete with general structural engineering practices. Our entire business model is built around existing assets, investigation, assessment, and retention. This means we have no commercial incentive to recommend demolition or replacement when retention is viable. We exist to support, not replace, the incumbent engineer.

Compete With Your Existing Engineers

TRSC is not a replacement for your structural engineer of record. We are a specialist investigation practice that works alongside incumbent engineers, providing the detailed condition data and forensic analysis they need to make informed decisions. We fill a gap, not a role.

General Structural Design & Certification

We do not provide general structural design, building certification, or compliance documentation for new works. Our certifications and RPEQ registrations are applied exclusively to investigation findings, condition assessments, and remediation engineering for existing structures.

Asset Management or Facilities Consulting

We are engineers, not asset managers. We deliver the technical evidence, condition data, structural analysis, remaining life forecasts, that asset managers and facility owners need to make capital planning decisions. We inform the strategy; we do not set it.
