Form 15 and Form 12 certification is the mechanism by which a Registered Professional Engineer of Queensland (RPEQ) certifies that a structure meets relevant performance requirements under Queensland building legislation. Form 15 is the RPEQ Structural Adequacy Certificate required under the Queensland Building Regulations 2021 for structural design or assessment matters. TRSC issues Form 15 certificates only after completing sufficient investigation and analysis to genuinely support the certification. An RPEQ who certifies structural adequacy without adequate investigation carries personal professional liability for that certification, our investigation-first approach protects both our clients and our engineers.
Form 12 relates to building classification and code compliance. TRSC provides technical input to building certifiers on existing buildings where compliance with the National Construction Code (NCC) requires engineering input. Form 15 is issued by an RPEQ and relates specifically to structural adequacy. In practice, a building certifier may require a Form 15 from an RPEQ engineer before they can issue a Form 12. Who can issue Form 15 in Queensland?
Only a Registered Professional Engineer of Queensland (RPEQ) in the relevant engineering discipline can issue Form 15 under the Professional Engineers Act 2002 (Qld). For structural matters, the engineer must hold RPEQ registration in structural engineering. TRSC engineers hold RPEQ registration in Queensland, and our principal engineer also holds equivalent registration in NSW and Victoria for projects in those jurisdictions.
